Open work permit for closed work permit holder PR under Processing in New delhi.

Hi

i have been laid off last week due to decrease in work and i got closed work permit which will expire in aug 2014. Can i apply for open work permit? I have applied for PR in april 2013 under ainp category it is processing in new delhi. AOR recieved from new delhi visa office on July 23.
