Open work permit for a tourist visa holder.

My friend have a visitor visa in his passport. She wants to ask for an open work permit when she arrives at a point of entry in CA. Can she have the possibility to be a permanent resident with an open work permit after extending or renewing it?

If you ask for an open work permit, it isn't necessarily to have a job offer. But during the time she is staying there, she can search for a job.

If she’s looking for employment obviously her true intention is not to be a visitor , but to work.
Did they put that on their TRV application?

But how will this person qualify for a work permit as cannot just roll up to the border and ask for a permit . If that were possible every visitor would do it so on what basis do they qualify ?

Yes, but you don't get an open work permit just by asking for it at the border.

Only certain people qualify for an open work permit. It doesn't sound like your friend does. If she rolls up to the border and asks for an open work permit when she doesn't qualify, she will be refused, and very probably asked to leave Canada immediately.

Again, on what basis is she requesting an open work permit? You haven't answered this question. Open work permits are only given in very limited circumstances. Coming to Canada on a TRV does not qualify her for an open work permit.

Her intention is to work legally in Canada. She asked me if she could get an open work permit at a point of entry. She has readen information at the government website that a TRV holder can qualify for an open work permit. She didn't know that only the visitor visa holder cannot receive an open work permit. You guys confirmed that I was right. I am very thankful for all of you! I will suggest her to search a job during her travel in CA and to get a job offer from an employer.

If she comes to Canada as a visitor she should not at the border give any indication she is planning to do anything other than tourist things. If she even hints she is looking for a job she could either be refused entry or given a short term visitor record, maybe a week or so.

Should also keep in mind that CBSA are authorised to access a travellers devices if they need convincing about purpose of visit, cell phone and laptop so given her intention is to seek an employer keep that in mind as far as any possible incriminating messages as far as seeking employment. Not something that possibly happens frequently but can happen.

She does not qualify for an open work permit.

TRP holders qualify for an open work permit. She does not hold a TRP - she holds a TRV. These are two completely different visas.

A TRP is a special and difficult to obtain visa that is granted to those who are otherwise inadmissible to Canada - typically due to a crime.

Getting a job offer in Canada will require an employer will to get an LMIA first. If she/he is incredibly lucky and finds an employer it will be a 6 month process.
