Open work permit for a spouse of post-graduation work permit holder

Is my husband eligible to apply to open work permit as a spouse of post-graduation work permit holder?
(We are both living in Canada now.)

If yes, could you tell us where is the eligibility mentioned in CIC website, pleas?
