Open work permit experience (spouse dependent)

I have completed 1 year work experience (Noc -B) in Canada as spouse’s dependent in open work permit, can I use these points in CEC as one colleague told me if you have gained experience with dependent open work permit your PR will be rejected as you cannot get work experience points in this case.

I would appreciate if some one who has successfully received PR similar to my case mentioned above , could confirm

If they have received successful PR in CEC or FSW using open WP experience points.
