open work permit duration question.

I'm considering applying to Algonquin college for a 3yr program (I will fall into the skilled worker category after I graduate). This is what I've read about open work permits,

The third work opportunity is “post-graduate employment”.
Once you graduate from your program, you have 90 days to find work related to your studies.
If your program is a one year program, you are eligible for a one year post-graduate work permit, and if your program is a two year program or longer, you may be eligible for a post-graduate work permit of up to 3 years.
If you find post-graduate employment in Toronto , Montreal or Vancouver, you will only be given a one year post-graduate work permit – if you meet the eligibility criteria.


My question is about the last line, does this mean that even if I graduated from a 3yr program from Algonquin, Ottawa, and I get a better job in Toronto or Vancouver, will the duration of my work permit be reduced to 1 year because I've chosen to work outside Ottawa.

Does this apply to open work permits across all provinces. Meaning suppose I graduated from a 3 year program in Vancouver and wished to work in Toronto, would my work permit duration be 3 years only if I worked in vancouver

This isn't listed anywhere on the cic site (as far as I've searched)

What if I worked in Ottawa for 1 year (under a 3 year open work permit) and then used the next 2 years to work in vancouver.
Is it binding on a student to work only in the province he graduated from to obtain the full duration of his open work permit?

Also another question,

My program is fulltime for 3 years.
Suppose I wish to work part time in the second year (which requires me to study part time in the second year of my course) will I still be eligible to apply under the canadian experience class for PR (where studying full time for atleast 2 years is a requirement) after I graduate?

from the Service Canada web site didn't you? Well it is wrong, that rule was gone as of about 5 years ago. If you graduate from a 3 year program, that meets the requirements see:

"In addition, you must have graduated from:

a public post-secondary institution, such as a college, trade/technical school, university or CEGEP (in Quebec), or
a private post-secondary institution that operates under the same rules and regulations as public institutions, and receives at least 50 percent of its financing for its overall operations from government grants (currently only private college-level educational institutions in Quebec qualify), or
Canadian private institution authorized by provincial statute to confer degrees but only if you are enrolled in one of the programs of study leading to a degree as authorized by the province and not in all programs of study offered by the private institution.

You will get a 3 year PGWP.

2. You have to enroll as a full time student. If the school meets the criteria, with acceptable marks, after 6 months you can apply for an off-campus work permit, which allows you to work up to 20 hours per week during the school year, and full time during the breaks. If you became a part time student, in the 2nd year, no work permit.

3. To apply under CEC you require 1 year of full time work after graduation in a Job with NOC, A, B or O.

Actually I got the link from the Algonquin college site (the link is in the post).
They probably haven't updated the information therein for 5 years! o_O
