Currently I am in Canada since Apr'17 on work permit. I have completed Bachelor of engineering

I’m not applying using LMIA. I am not aware of LMIA’s role in applying open work permit. I did not applied to PR yet.

You may be eligible for an open work permit if you are in one of the following situations:

• Permanent residence applicants who have applied to an office in Canada,
• Dependent family members of some permanent residence applicants,
• Spouses and common-law partners of some workers and international students,
• Refugees, refugee claimants, protected persons and their family members,
• Some temporary resident permit holders, or
• Some young workers participating in special programs

Since you don't hold a approved LMIA or even have applied for PR, you cannot apply for any kind of work permit. And no you not a temporary resident permit holder because TRP is only issued to applicants who maybe inadmissible to Canada but have a valid reason to stay in Canada.

So in conclusion, you are not eligible to apply for open work permit.
