Open Work Permit Applying Outside Canada

Hi Guys,
I filled in the questionnaire at CIC website to find out which visa is best for me and I was given the answer that I may be eligible for: Open Work Permit. I have started filling in my application but haven't submitted yet. However, from a few links on CIC website and other sources, I found that this might not be the visa for me because it is only for the spouse of those who are ALREADY in Canada. Please see this:

Can you please confirm if that's true? I do not have my spouse in Canada and I would like to get an open work permit for myself (and obviously my spouse will join me to Canada as well). Should I continue filing this visa and submit it?

Maybe clarify exactly what your plans are given you cannot simply apply for a work permit in isolation. Are you planning to emigrate to Canada or do you have a job offer ? http://www.cic.gc.ca/english/immigrate/eligibility.asp

On what basis do you think you qualify for an open work permit? Open work permits are only granted in very specific situations. Which open work permit criteria do you meet? http://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=177&top=17
