I have a question regarding work permits.

If there is a valid open-work permit (expiring in 5 months), how can someone work permanently in Canada?
Do they have to apply to specific jobs or require a specific process from employers?

You can't work permanently in Canada on a work permit.

You would need to qualify and apply for permanent residency through an economic immigration program like Express Entry, and be approved.

Can't I find a jo that can get me a closed work permit?

If you can find an employer willing to give you a job offer and also obtain an approved LMIA, then you can certainly switch to a closed work permit. This does not allow you to work in Canada permanently. If you want to be able to live and work in Canada permanently, you need to become a PR.

oh, I meant permanently as in closed work permit rather than having an expiry date

Are there specific jobs that offer that, should I be applying to these ones instead or any job as long as the employer is willing to offer a job on a closed work permit?

Closed work permits have expiry dates just like open work permits.

As replied closed work permit also have an expiry just like open work permit. And closed work permit it tied to a single employer. You cannot switch employer under a closed work permit.
