Open spouse work permit

Hi everyone,

We have already applied in express entry and case is on IP2 but background check seems to take long time. Its already about 7 months since we submitted our documents. My husband is on work permit and is working in canada and i am in India, can we apply for open spouse work permit along with express entry.
