open spouse work permit holder can travel and work with out main holder in canada

work permit holder not traveling to canada but dependent spouse has open work permit.in this case can depedent travel and work in canada.

Yes normally but if the student or closed work holder never travels to Canada that could be an issue. How did your spouse get the OWP?
