Aa an international student with a three year post graduate work permit, can I register a Sole proprietorship in Ontario? If yes, is it possible to open a restaurant? In this case, I don't need to find a pr.
 
As per the other answer you probably need to consult a lawyer given any input here could only be speculation and you need to get it right first time for such an investment.

I believe that the answer is yes but, as suggested, employ a lawyer to help you. However, if you fail to obtain PR or citizenship, once you have expired your open work permit, your ongoing options will be very limited. I don't believe that you will be able to obtain a closed work permit in relation to that business. It will give you no immigration advantages.
