You are absolutely correct. They are sending invitation to everyone even if some one is not eligible to apply.

They sent me invitation with 3 year diploma. Now i cannot apply because their requirement is to have bachelor degree.
Then why they are wasting their invitations.

PT is an invitation and NOT a nomination. People who receive it will submit their applications, documents and 1500 CAD fee after which their application will be scrutinized and one of the following will happen.

1. Applicant will withdraw application before getting nomination. Money won't be refunded.

2. Applicant will get a nomination. Money won't be refunded.

3. Application will be rejected after it is found complete. Money won't be refunded.

4. Application will be returned if it is found to be incomplete or missing some/all documents. Entire money will be refunded.

There is no cap on number of invitations and Ontario isn't forcing everyone to respond to an invitation - people can decline it as well. There is a cap of 2700 on nominations via EE and Ontario, like all other provinces, wants the best and most serious intent applicants to get a nomination. Nothing wrong with that.

They should change this statement:

OOPNP searches the Express Entry pool and identifies potential candidates who:
Have a minimum score of 400 on the Comprehensive Ranking System (CRS) in CIC’s Express Entry system, and
Meet the criteria of Ontario’s Human Capital Priorities Stream (see Section 2 for more information).

They are identifying people who don't meet the criteria.
