OOPNP - Dependents Passport

Is it mandatory to provide copy of all dependents passport ? Is there any restriction on validity (other than principal applicant) ?

In some countries it takes more than 1 month to get the document? In this case is there any work-around ? May be an explanation letter.

What about for a child who is less than 1 year old ? Is birth certificate enough.

As per the application guide, you've to provide copies of all dependent's passport irrespective of their age. There is no other alternative mentioned.
