This program was supposed to open in March/April of each year. This year the program didn't open. Does anyone have any idea about the opening time? Will it be closed until next year?

No one has the answer to this question. Just get your documents ready.
If it opens, then good. Contrary to what you said, it doesn’t open every year, but once the stream is suspended for the year, they give some sort of announcement, so far they haven’t given any.
So, hopefully it should open before November. My advice is to have other options. That stream is highly unpredictable.
