From what I've observed (just over the past 18 months), that's highly unlikely and totally unprecedented to my knowledge. How far below the 400 mark are you? Is there any way you can give your CRS score a boost?
There are plenty of decent provinces to apply to that don't specifically require 400 points for.

I have just had to re-do my IELTS last week as it expired so am waiting for the results. I have been in the pool for 2 years now. My previous IELTS I had full points (136) so I expect to get similar again which will put me at around 385 CRS. I am 39 years old so there is nothing much else I can do to improve other than get a masters degree or become fluent in French which would both probably take 2 years.
2 years ago I had 397 CRS so the 400 cut-off when the OINP was announced was extremely painful for me.
I am hoping they will lower the cut-off if the draws maintain close to 400 CRS as the Ontario PNP will be redundant otherwise. If there is nobody in the pool above 400 CRS then they will have to lower the cut-off or close the program.
I will have to see what happens in the next few months. My back up plan is to get a job in London for an international company and then try and transfer through them.
