I got an NOI with a score of CRS 426. I have a Canadian diploma and 3 yrs Canada work experience. My NOC experience is in 72 category .My question is should I submit an application,although I don't have a degree?

No I haven't .I was reading the ONIP mandatory requirements, I just wanted advice on how to move forward.
