Ontario Health Insurance Plan and Residency issue (Overseas at current)

Hi there,
I have just been researching the Ontario Health Insurance Plan before I move back to Toronto in June this year. I wanted to ask about the residency requirement. I have my canadian passport and birth certificate but know reading the list of proof of residency I am not sure what I can use to prove this. I will open a bank account once I get there but two things

1) I assume I cannot apply for the Health Insurance plan until I have the residency requirement.
2) When I apply when does the 3 month period begin? The day I apply or the day I arrive in Ontario?

Just wanted to make sure as I have only applied before in the past in Quebec and remembered the period started once i called and applied for the forms.

Sorry to be a pain but would anyone be able to help me with the topic.

Also would anyone be able to tell me what companies I could look at for health insurance while I wait for my public health insurance to kick in.
