Only one parent got PR

I applied for PR for both of my parents. Today, i got an email from CPC addressing my after to submit passport for landing.

1) Would I get separate email for mother?
2) Or is it that my mother is also included in this as father is the principal applicant?

Can only one parent get PR or it's always both or none?

the passport request letter will ask for the principal applicant and all their accompanying dependents passport.
