Online Application- PGWP

Hello Everyone,

My self Hamza Munawar. A foreign student from Pakistan who recently graduated from Seneca College, August 2019, from a 2 years post-secondary diploma. Unfortunately, my GPA is not ideal, 2.4 GPA and I spent 4 years, Fall 2015 to Summer 2019, to graduate from 2 years program due to severe medical challenges. These challenges couldn't let me finish a 3 years Advance Diploma but forced me instead to revert back into 2 years program and finish it.

I applied today for my post grad work permit and the application has been received by IRCC and its under process.
I have been advised by Seneca College Immigration department to upgrade my application and upload additional supportive LoE (Letter of Explanation) and Supportive letters from doctors plus medical records as witnesses to persuade IRCC officer about my academic struggle in order to get his positive attention towards my case.

My questions are:

1. Can I upgrade my online application once its been submitted and received by IRCC and upload additional supportive documents?
2. How can I do that?
3. I will be able to gather together all my medical legit reports and supportive letters from doctors and medical tests reports within 1/2 weeks. Will it negatively effect my application process and decision if I do so once the application is already submitted?
4. Where I can find a legit LoE template from to write for IRCC? Is it mandatory or ideal to get it notarized?

You need to submit any additional documents via ircc webform, dont need to be notarized, there are no templates.

Thanks for kind reply. What if I notarize? Is that fine then? Will those documents be considered by IRCC officer if I submit them through web form, later, once i have applied already for PGWP?
Any suggestions or links from where I can get an idea on how to write an explanation letter to IRCC officer?

I don't know why you want to notarize, but it really not required.. You would just be wasting your time and money (Because in Canada, if you are putting your name on a document, you are accountable for that).

And yes webform is the only way to update your application and bring IRCC's attention.
