Online application for study permit from outside country of citizenship

Hi,
I'm a Russian national currently residing in India on employment visa. I have lodged paper application for study permit through VFS New Delhi and received refusal for the reason that my documents (bank statements, birth & marriage certificates, etc.) are from Russia and CHC could not verify their legitimacy (all docs were translated and notarized).
Now I'm planning to apply online and wonder whether my application will be processed in Russia or India.
Going to Russia and filing new application there is not possible, hence while filling the application form I have to indicate my current county of residence as India.
Is there any way to apply online while being in India and have your application processed in Russia?
Please give your insights.

are u well established in india.if u r then u can provide ur employment details here in india.and rest documents like your birth certificate etc can be submitted by our home country......

I work for a Russian company operating in India, so employment details shouldn't rise any questions. CHC doubts my financial docs, since all the bank statements are issued by the Russian banks, where I hold my money, and most probably CHC New Delhi cannot verify them.
