online application,fees,and where to send

i have been trying to figure out how to fill,pay and send my application ONLINE and its super confusing. Maybe I'm just not seeing the right links but i have been trying to figure it out for a while now and can't seem to see the directions.... i need to seen this ASAP. please help!!!!!!!!
