ONIP in January 2017?

I have been reading up on the forums and at the outset, I must thank every one who have been helping out newbies like me. This forum is awesome!
One month back, when I first decided to apply for the Express Entry stream, I was thinking of using a consultant. After 4 weeks of reading up everything on this forum, every single doubt of mine has been solved. You guys truly rock.

I see so many posts about ONIP starting in November but the only source of this speculation has been from the ONIP site which I quote:-

Ontario anticipates that it will receive its 2017 nomination allocation from the federal government before the end of November 2016, and the province expects to be in a position to accept applications for some streams in six months.

Nowhere does it say that they will start ONIP for sure in November. Going by the pace in which things are generally moving around here, is it safe to assume that it will most probably start only by January 2017?

Reasons being:-

1 - As far as I know, they are still giving away nominations for December applicants.
2 - It probably doesn't make sense for them to start the new ONIP until they finish the backlog with the last of the February applicants and looking at the pace of it happening, they might not finish it all before December 2016.
3 - Considering that there is Christmas holidays in December, they might decide to come back in the new year to start the fresh ONIP?
4 - Since ONIP is very popular, they really have no reason to 'hurry' up with the 2017 nominations. Keeping in mind that there is 9 months worth applicants waiting, it can be assumed for sure that it will fill up pretty quick. So they could open it in January and it might be all over in a few weeks?

The reason I brought it up is because there are MANY MANY applicants like me here waiting for ONIP to start. No one knows for sure when it might start. But I think its reasonable to assume that they wont start before January for them to finish the previous backlog?

Thoughts?

My thought is that they will implement some sort of new rules and who knows maybe an online application. Plus they wouldn't be able to commit to the above 400 score anymore as these numbers now are really big.

I do expect it will start in January and I hope it will be automated and fair for everyone. good luck.

well the thing is they will probably start sending out notifications to potential candidates in november, this is an automated process i believe (We call this PT)

they will start processing documents, sending AORs (Acceptance of receipt) and nominations from 2017 onwards... usually dec mid till jan 2nd week is a lull period where there is little activity..

you are right about the other observations however...

Do any of you have a clue on how they control the PTs?

For example - Lets stay Ontario is given 5500 Nomination allocations by the Federal Government.

If there are 7000 applicants above 400 or 450 (whatever the cut off score is), does everyone get the PT notification? It seems only fair that everyone ABOVE the score gets a PT notification since it is not NOC dependent.

So what do they do with the 2000 extra applicants? Even if we assume that 1000 turn it down or get rejected, we will have extra applicants. What happens to them? Carried over to the next year? Any idea how they managed this last year?

The plans, decisions are only know to OINP/CIC. They don't share unlike other provinces.
