Hi
I have received NOI from Ontario in December 2016 and I sent my complete file in feburary within stipulated
Time period . And today I got a call from my consultant saying that my file has been returned as quota is full for immigration for this year . Can any one please guide me if this can happen as I believe that if their quota is full they will not send NOI . As of now I know this program is on a halt from May 2016 ,but I received invitation to apply in December 2015 .

Can any one guide me on this ?

Important Deadline:
Your application must be received by the OINP within 45 calendar days from the date the Notification of Interest (NOI) letter was issued to you. Applications received outside the 45 calendar day period will be returned and will not be processed...

the program is closed from May 9, 2016. They won't accept any applications until Nov 2016 or next year.

If you application sends after May 9, it will be returned.

If OINP received your application before May 9, they will process it. They will only return if your application lacks of some documents.

Your consultant gave you that reason because they didn't want you to know that they messed up your applications and now you have no chance to submit it again.

Thank you for your replies . Even I think the same that they are
Giving me excuses now and this 45 days limits they repeatedly
told me that it is 60 days . The reason they are giving me that ontario
Immigration department sends invites to more than their quota
Capacity and the moment they reach their quota they send back your file
And you can apply next year .They have messed up my case but can I do
Something about it at this stage ?

You can create your profile again and wait for their ITA or NOI again. Regardless of mistakes made by you or your consultant, it is your responsibility to take the ownership of your application. Hence, there is nothing you can do now since the program is closed.

You seem to be mixing two things up: the time limit Ontario gives to submit a complete application has always been 45days, whereas the 60 days you referred to is the time IRCC gives to applicants to submit a complete PR application.

Apparently, you submitted your application AFTER the expiration of your 45-day time limit, hence the outright rejection. Unfortunately, there isn't anything you can do about it, but to wait until end of this year when they re-open for 2017 intake.

One more thing, you don't really need a consultant to help you with the process.

My mistake to hire consultant for this as I thought it will help as this
While process involves lots of documentation. Visited my consultant office today
and by chance while checking my returned file I got the original cover
Note sent by ontario immigration department saying that your documents was received
After 45 days and we are returning this file .

I am shocked that my consultant tried to give me a different story and on the top of that
He made false cover note too .
Anyways I can not complain as its my mistake to hire a consultant.
Will try my luck next time .
