One-year experience vs submission date

Hello all,

Do I have to meet the requirements for one-year experience at the date that I received my ITA, or actually when I submitted my application?

I have received my ITA on January 18th, though, I've completed one-year experience on February 24th, and submitted my application on April 05th.

Some people say that the system works on a monthly basis, so it would actually count as a full 12-month experience on Jan-2017, considering that I started on Feb-2016. Does anyone know if that's correct?

You need to meet the elegibility criteria on the date you receive the ITA. If your dates are close to one year (like within a few days) you will probably get lucky and get a pass. But you were short of 1 year experience as of your ITA date by more than a month. I'm afraid you are looking at rejection.
