One time application or two time

Hello ,
I wanted to know as sponsor the person have to be apply two time? I mean first apply to be approve as sponsor and then apply to sponsor spouse?
Or just one application is for all process...please need adivce in details

there is only 1 sponsor application to fill out. the sponsor application AND the applicant's application (the foreign spouse) get sent TOGETHER in the same package and are processed TOGETHER. for outland applications, first the sponsor's application is evaluated and approved THEN the applicant's application gets sent to a visa office to process.
