one question about new policy.

I have a question regarding new policy. It is stated that only 1000 visas will be issued per NOC and allotment will be on first come first serve basis. Lets take an example if CIO or Visa office receives 10,000 application in a year and a person's application number is,lets say,9700. Then does it means that he has to wait for 10 years to get his visa?

According to my knowledge...All applicatoins which cic will receive after CAP will be returned back to the applicants
