One parent is in Canada and other parent is in India and IRCC is asking for passport submission

Hello Friends,
I had applied for my parents immigration and now the IRCC has asked for their passport. My dad (main applicant) is in India and my mom is in Canada with me since Sept 2019 and I had updated her address when she arrived here which apparently I found out today that the address is not updated so I again updated today to reflect Canadian address. The letter requests for passport submission at VFS India which makes sense for my dad as he is India, but in letter they have written that if the main applicant and all other accompanying persons are in Canada they have submit their passport in Ottawa (it says if "applicant and all others on application are in Canada then they have to submit in Ottawa" In that case where do my mom submit her passport because the main applicant i.e. my dad is in India whereas my mom is in Canada.. please guide me if someone has experienced this situation

Hey bobby , what happened to your parent visa? I have the same situation as you. One of my parent (the main applicant) is in Canada and the other is in another country. They are asked to submit their passport. Pls let me know how your visa process went.
