On visitor visa, can wait till result comes for work permit??

Hey friends,
My brother is in Canada on visitor visa and he applied for Spousal open work permit last month
His 6th months will be in April
If he doesn't get any result on work permit application till April can he stay in Canada until he gets any result on his work permit application?
I don't think he should stay but his consultant said he can stay and wait till decision
