Old CEC applicationa and current Express Entry

I have been looking around and couldnt seem to find a straight answer for this

I applied for CEC last year and it is still in process.

Can I still create a Express Entry profile and apply for my PR thru the EE program?

I just want to make sure that would not be considered as a duplicate application.

You can definitely apply under EE as well, this link proves it:
