OINP tech draw - is my CRS too high??

Hello everyone.

I have an Express entry profile, my CRS score is 522. I should have received the NOI for the OINP tech draw on October 27th, because my primary NOC fits the profile, however I didn't receive anything.

Is it really because they are looking for candidates with a specific CRS range (455 - 467) and mine is too high?

If so, does that mean I might never have a chance to be selected in these draws? (because their upper limit is always 467 from what I checked)

Yes, you won't be selected with a score of 522. Your score has to fall within the range.

Also, IRCC doesn't necessarily send invites to everyone with a qualifying NOC who falls within this range. Sometimes they only invite certain NOCs (however there's no real visibility to which NOCs). So even if your score was lower and fell in the range, that still wouldn't guarantee an invite.
