OINP - International Student Stream- 2 OINP

Can employer provide OINP for 2 employees within 1 month of gap?

My company is located in Outside GTA and having 5 Full-time employees (Canadian citizen/PR).

But, Somewhere I read, for each OINP, company need 3 full-time employees, In that case for 2nd OINP, should company have at least 6 full-time employees?

Please clarify...
