OINP - International Master Graduates Stream NOMINATION RECEIVED

Hi All, I have applied and successfully received nomination under the OINP - International Master's Graduates Stream. For next steps, they stipulate this is not an Express Entry application but will be Paper Based Application ONLY. In this case, how much TIME will the application process take?? Please someone guide me on this, because if it will take more than 6 months then I rather should apply for an Express Entry application separately to acquire PR status faster. Please advise. 18 months. Very long. You should go with EE if you can. Much better.
