To apply under skilled worker express entry in Ontario PNP, 400 CRS points are required but this criterion is not there in French Speaking English Skilled Worker. Am I right?

You are right.

You will simply need at least CLB 7 French AND CLB 6 English test results to get a PT notification of interest.

But you have to meet the remaining criteria to get the nomination.

For now, I think they are sending PTs to french speaking english skilled Worker because they are trying to clear the backlog for skilled worker express entry. Hopefully, they should resume sending PTs soon.
