OINP - Confused about stream?

Hi,

I have received NOI from Ontario and in doubt under which stream I should apply:

1. Employer Job Offer: International Student Stream

I am studying in a 2 years Masters program and have currently completed 1 year. Can I apply in this stream or I only become eligible once I complete my 2 years?
I did not have a doubt until I read on the website that states:

• Have completed at least half of your studies on a full-time basis while lawfully residing and studying in Canada.

Though I have completed half of studies, I have not completed 2 years or my degree, in other words. Do I become eligible for this?

2. Master's Graduate Stream
Same doubt as above

3. Human Capital Stream
Have 1 year of work experience. I know I am eligible for this but have doubt about having CRS below 400. HCP Guide states:
All applicants must score a minimum of 400 points in the Comprehensive Ranking System (CRS) in IRCC’s Express Entry system.
I received NOI with CRS below 400 but this statement puts me in doubt.

When did you receive NOI? Do you have a job offer or french skills? In both case they are issuing NOI to people under 400 points. See their website:

I received NOI on 9th Aug and have job offer but no prior experience in that job although I am an experienced professional.
