OINP Closure after getting NOI

Hello,
I received a notification of interest from Ontario Province. Because of some factors out of my hand, I can apply for OINP after 3-4 months.
I know the NOI is valid for 6 months. What will happen to NOI eligibility if OINP shuts down because of intake limit?

No impact to you as long as you apply before your NOI expires.

So just to confirm- If my OINP NOI expires on 12 Dec and Ontario suddenly shuts down OINP on Oct 12th(like they did last year in May), I can still apply with my NOI after 12th Oct and expect nomination from Ontario, right?

And my ielts got expired on 13 June
I have given my ielts again and is awaiting for the results.
My doubt ..Is my NOI still alive? I mean once i score the same bands and update it in my CIC account..Will i be able to accept the NOI
