I was wonder my friend will be moving to ontario as there is a 3 month waiting period for health benefits is there any places someone could recommend to purchase health insurance for the three months just in case?
 
Some choices are sunlife, blue cross and manulife, however I am assuming that you are talking about the provincial medical plan which usually has a waiting period of three months, you run into a bind were you can not apply for extended benefits without having provincial in place as most of the insurance providers only provide top up service to the provincial health plan. However they may offer a different sort of plan for someone in this situation, blue cross is quite good for individual coverage and less costly than sunlife or manulife.
 
Some of the local banks and also insurance offices offer individual health coverage. But, I haven't looked into it too much so I don't have any details.
 
I should mention we had an employee in a similar situation recently, we had to get insurance for him in Hong Kong until his provincial insurance was active, it was worlwide insurance coverage covered by Zurich life, you could try them as well. We are in BC so I am not sure if its the same as Ontario, but the need your PR paper to start the process since the base the elegibilty on this, we had to send a copy of his PR and passport along with the application and then the 3 month waiting period.
