OHIP for a spouse (who is in implied status waiting for SOWP)

Hi,

I have PGWP, and start working full-time in Ontario, so I'll be eligible for OHIP.
My spouse applied for SOWP based on my PGWP and part-time job, but it was a month before his SOWP expired so he is now in implied status while his application is being processed.
My question - is it possible to apply for his OHIP together with mine? or do we have to wait until his SOWP application is approved? He will eligible because of my status as a full-time employee, but he will not have any proof for his own status in Canada because he is in implied status.
My guess it'd not be possible, but I wanted to know if you have any insights.
