Hi,

My son got PR last year, but arrived to Canada today to start his univerisity studies in September.

We need a proof of residency document, but as he is a newcomer we do not have any document yet. He has a dorm rental agreement with the university, but it is a general agreement without specifiying his name or address.

He will open bank acoount but it will take a month to get the bank statement.

Any ideas what we should do to speed up the procedure? Would any other documents from the university be OK - like tuition invoice, dorm invoice, acceptance letter?

You can apply for an OHIP card at any point once you have proof of residence but it will not be issued until three months have elapsed from starting residency. Therefore, it doesn't need to be applied for immediately but can wait until the proof is available. You can't bypass the three months wait by applying early.
 
As mentioned, there is absolutely no difference in applying the first day, or after 2 months and 29 days after become resident in Canada. Everyone, even Canadian citizens who have been away a long time, must wait 3 months after re-establishing residency in Ontario get OHIP coverage.

No substitutions and documents not on this list will not be accepted.
