I made a short landing on Sept 20 and returned back to my home country 15 Oct. I will be returning back to Canada this dec and want to know if I can apply for my OHIP card on my initial landing date of Sept 20. Or can I apply only after 3 months complete stay in canada after landing in Dec 20. I read that if you exist the country for more than 30 days it becomes invalid. After my short landing it has become more than 30+ days out of country for me. But I will be countuining to stay in canada once landed in Dec and hence will be able to complete 153 day stay. When can i expect my OHIP card to be active? in dec or only by march 2016. Thankyou!!

It will be active 3 months from the day you assumed residency in Ontario. So, once you return in December, you can begin using the health system under OHIP in March 2016.
 
my understanding is that once you land for the first time, you exercise availing your residency right. Hence you will get the health facility after three months of initial landing. Please correct me if I am wrong.

You're wrong. As stated above, it's 3 months after establishing physical residency in Ontario.
