This is definitely a mistake by the officer. What number are you calling? Can you go back to the border you landed at easily?

CBSA should've kept one copy of the COPR document to file for the PR card. If possible, return to where you landed and advise CBSA that you have both documents. They SHOULD be able to sort it out for you.
