Offer letter with Express entry profile

Hi All,
My Employer is offering me an offer letter , but still the LMIA process haven't started. my express entry profile is falling short of points , which makes me ineligible . so is it fine if i create my express entry with job offer ( without LMIA approved) , or LMIA is must for express entry profile with job offer?

It is not fine to claim you have a valid job offer when you do not have one.

You cannot say you have a job offer until you actually have an approved LMIA. LMIA is a must.
