Off campus work permit hours

Hi. I have a question about off campus work permit.

I know we can work up to 20 hours.. but If I have a half an hour unpaid break. So if I work 7 hours for three days a week. I will work 21 hours but get paid for 19.5 hours.

In that case.. does CIC count it as 19.5 hours? Or 21 hours?

1, It would be 19.5 hours, mind you IRCC doesn't go around to all employers to determine students hours of work.
