Obtaining Visitor Visa for my Wife while waiting for PR

My wife is currently in India, I was wondering if it better to apply for visitor visa once her file has been approved from Mississauga and moved to New Delhi office?

Obtaining a visitor visa for a spouse while PR application is in progress is not easy. Some have succeeded.
