Obtaining PR Card in native country

I have a query.
After making first entry into Canada with COPR, can I return to India and apply for PR Card in India itself or do I have to stay in Canada for those 60 days till my PR Card gets delivered at some local Canadian address?

A PR card application must be submitted from inside Canada. Apply for a PRTD in India when you are ready to return to Canada permanently to settle.

Does that mean that I can apply for PR card once I land in Canada to be delivered at a friend's place within Canada, fly back to India in a week or ten days and then when I wish to move permanently to Canada, apply for PRTD in India and then fly?
Kindly clarify.
