Number of passport photos required

I am trying to put together, application for Permanent Resident for my orphaned relatives, Can anyone tell me how many photos I need to send with the application.

Just for myself, I had to come up with 8 of them. I was told that they had to be specific size (Canadian). Since the US photos are bigger than the Canadian ones, I was able to use the US size and cut them down to Canada size.

So I guess at least 8 per person...maybe...

Are they not immigration photos rather than passport photos?
