So by then within the 500 not all might not go through, correct? Because when they're processing they might find things that make the applicant eligible and return the corresponding application. Therefore, ppl passing might be less than 500?

Yes, but they aren't going to fill the rejected quota from older applications that were refused as the quota was full at the time.
