Hope u have gone though the application guide. The NOC is listed in the demand list

You also need to check if u are scoring 67 points as per the eligibility requirement.
If u are eligible then get all the documents ready and wait for the stream to open. Generally the stream opens unannounced and closes in 2-3 hours.
If u are able to submit your application online, then they will asses ur application and will give u a file no.
