I looked through the posts but did not find an answer to my question. I would really appreciate it if someone could share their thoughts and experience. I am including the email I sent to the Bucharest office -- all they said in their reply was to look at the CIC website. Sorry, I could not figure it out from there.
Anyway, I hope someone could share their thoughts.

"I have a few questions regarding form IMM 3902E (Country Specific Instructions).
My husband is a Canadian citizen, resident of QC. I am a Bulgarian and American dual citizen. My husband is sponsoring me as his spouse and I will be applying from Bulgaria.
My questions:
1. On page A-1, first paragraph, the guide instructs me to "send notarized photocopies of all other documents, unless instructed otherwise. The Notary Public in Bulgaria can stamp the documents but the stamp and the additional written notarization done by the Notary is only and exclusively done in Bulgarian. In other words, you will not be able to read the notarization and stamp and recognize it as official. Please let me know if this is a problem and if so please advise how to proceed.
2. Also on page A-1, bottom section under #6, the guide says "for any family member who is a Canadian citizen or permanent resident of Canada send a copy of their citizenship certificate". Does this mean that I need to send you a copy of my husband's citizenship certificate. He is the sponsor; he is a Canadian citizen by birth.
3. On page A-3, #8, the guide says "provide photocopies of passports or travel documents for you, your spouse and dependent children". Does my spouse, who is the sponsor, fall in this category?"
