Not yet landed. Parents in Canada. Valid COPR. OHIP question..

My parents PR was approved few months ago. They are currently in Canada on Super Visa. They have COPR on hand (Expiring on 2021). Is it possible for to apply for OHIP with COPR that has not yet been validated.

here’s a list of what qualifies a person to apply, also the three month waiting period is currently waived due to Covid-19.
