It is always good to do some home work yourself.If your points is below 67,you will be rejection letter from CIO.

Yes, applicant requires at least 67 points to qualify; CIC will evaluate your application before requesting evidence.

Applicant has to convey that he meets 67 points through the forms that are submitted to CIO. If they are not convinced, your application will be rejected. Though you do not have attach any documentation as evidence but same will be required after two months when you apply to CHC.
